As you exposed it, in France, we have a *little* problem about foreign languages.
We started to take account of importance of other languages a few ago only.
For example, in my youth, we started to learn our first foreign language at about 11yo oO (now in primary school).
Why?
Because we are a bit (stupidly) proud
Why to do efforts to communicate, it is the others who have to adapt to us
But don't worry, we have problem even about our own language, I know a few people able to write (and even to speak) correctly french...
Ok, our language is a crappy mix of several languages, full of rules and even more exceptions, based on groups of letters not always pronounced the same...
As I'm always saying to my girlfriend, if you are not born french you will shit a lot to learn it
I need english in my job and in my personal life as my girlfriend doesn't speak french yet (and I don't speak greek yet either

)
Even if my english isn't perfect, it is a lot sufficient to have built our relationship (despite my *ugly* french accent she had to adapt to ^^)
Btw about structure and pronounciation-as-it-is-written, greek is a lot efficient.
Even greek babies 2yo start already to do full sentences when french ones can do it at 3-3.5yo
But you can be crap in english and become President of the Republic of France!
