Below are the official rules of the Nations Cup 2009. They are basically identical to the rules of NC07. Changes have been noted in yellow.



I. Introduction
The Official Nations Cup is a small tournament organized by TeamTerminator and run by the community for the community. Our aim is to bring out the patriot in us all and encourage a friendly competition between the games many great nations.

The guidelines and structure of this tournament may be a little different than what you may be accustomed to, so please make sure to read the rules carefully. If you have any questions, feel free to post them on the Official Forum.


II. League Format
This tournament will be 12 weeks in length with an additional 3 weeks for playoffs (15 total).

There will be 2 rounds ended with single elimination playoffs.

The points system is as follows:

2 points for a win
0 points for a loss
1 point for a draw

Any ties in ranking (example 2 teams have 6 points) will result in the following: the team with the most won rounds will advance to the higher position.

III. Scheduling
One match will be played per team a week. This match can be played at anytime during the week at a prearranged time made by both participating teams. A typical tournament week lasts from Monday to Sunday.

Each team will randomly play every other team in their group (and later division)

A schedule featuring the present Round will be on display on the Schedule page.

It is the responsibility of BOTH team captains/co-captains to set up match discussions and for BOTH to confirm a match time (see section V. i. Pre Match). Failure to submit on time will result in a technical forfeit. (see V. vii. Forfeits).


IV. Servers
All servers must be running Enemy Territory Point Release 2.60 and Version 0.49b of True Combat: Elite. Most importantly, all servers must be running the special Nations Cup configuration. The server chosen for play must also be one where the pings are closest for both participating clans.

Only official NC tournament servers may be used (using the requirements listed above). A list of official servers can be found here: Official Servers.

* i. Server Selection

Server selection is left up to both participating teams. It is very important that the server used has the LOWEST PING DIFFERENCE with the best stable connection for both teams.

Most logically for North Anerican and European merged matches, one server from each continent is used. However, if there is too much of a greater ping difference on one of those servers as opposed to the other, only play on the one that promotes fair gameplay... the server with the lower ping difference.

European vs Japan will be played on the western North American server ONLY. You get the point hopefully :P

In the case of a multi-server match, the first server to be played on will always be the "Away" server.


V. Match Play

* i. Pre Match

It is the responsibility of BOTH team captains/co-captains to make initial contact regarding setting up a match (see III. Scheduling). Failure to do this may result in a technical forfeit (see V. vii. Forfeits). Contact methods include email, irc and forum postings.

Team leaders need to decide on a suitable server and time to play the match. If decisions can not be made in time for the match, both teams should come to an administrator to help them find a solution. This MUST be done by the deadline to avert a forfeit.

All match information must be arranged before Wednesday of the week the match will be played and it's the responsibility of BOTH teams to submit the details via the TCE NC website using the Match Submission form. If the match will be played on Wednesday or before, the match details must be submitted at least 24 hrs before match time.

If only one team submits, we will use that information - even if their opposing team claims the information was not correct. So SUBMIT to avoid confusion.

Teams should meet on the gameserver about 15-30 minutes pre match to make sure their PunkBuster is updated (see section V. Viii. Punkbuster) and their connection is stable.

* ii. During Match

Matches consist of two maps. Each map has 10 4-minute rounds (5 rounds per side). Matches will be 5x5.

If the final score is 10-10, a draw will be awarded.

Screenshots of the scoreboard must be taken at the end of each side by the captain (and administrator spectating the match).

* a) Server Crashes

If a server crashes during a round, it is the discretion of the admin within the game to decide whether to restart the round in which the server crashed, or whether to award a win to either team (in circumstances when victory for one team seems inevitable).

If a server crashes inbetween rounds, the remaining rounds will be played on a new (similar pinged) server. If the match is to be played on two servers, the remaining rounds will be played entirely on the second server.

* b) Player Crashes

If a player crashes or "999"s during a round, a substitute can be brought in only once the round is "dead". For a round restart to occur, the following condition must be met: The team who's player has crashed must have all 5 players alive prior to the crash.

* c) Self Demos

Players needs to demo themselves during every official match. It is the player's responsibility to save the demo for at least 2 weeks (14 days) after the initial match. After 14 days, they may remove that particular demo at their leisure.

If an administrator requests a player's self demo within the 14 days, the player must oblige. Failure to do so will result in barring the player from playing the following match. If a player fails to submit demos on two seperate occasions, they will be barred from playing in the remainder of the tournament.

* d) Late Match Arrival

It is important to be prompt to any match. Any team with tardy players will be forced to play shorthanded if their team is not ready to play by 15 minutes after the arranged time. There will be no pauses during rounds, however, a brief 5 minute pause may be arranged between maps.

* iii. Maps

Maps chosen are usually True Combat:Elite maps that promote fair Objective 1-life gameplay. Maps are pre-selected and will be displayed on the Schedule page.

Maps used in this tournament include: OBJ_RAILHOUSE, OBJ_SNOW, OBJ_DELTA, OBJ_NORTHPORT, OBJ_VILLAGE, OBJ_STADTRAND, OBJ_VILLA2, OBJ_DESERT_RAID, OBJ_DEDUST, OBJ_FROSTBITE & OBJ_SNOWTOWN (THIS LIST IS BEING MODIFIED).

* iv. Spectators

No team mates are allowed to spectate their team's match (this includes admins of the same nationality). Spectators will comprise of the Administrative and Representative panel.

It's a spectators responsibility to demo the match and/or serve as a referee to ensure the game runs smoothly. The demo the spectating admin records shall be featured on the Official website for entertainment/viewing purposes.

* v. Ties

If a match ends with a score of 10-10, a draw shall be awarded and both teams shall receive 1 point. Tiebreakers shall only be played during the Playoffs.

* vi. Player Substitutions

No clan can substitute their players during a map, unless the player 999's (times out) (see V. ii. During Match). However, player substitutions are allowed ONLY between maps (unless for a player crash. See V. ii. b) Player Crashes).

Substitutes must belong to the same team and must be eligible to play.

* vii. Forfeits

Should a match not be played by Sunday night and no notice was given to an admin before the Wednesday match submission deadline, a technical forfeit will be awarded to both clans. This decision can not be reversed.

If teams can not play their prearranged match any particular week should notify an admin right away (before the Wednesday night deadline) to determine an alternative.

Any teams missing/forfeiting two matches will be removed from the tournament.

Lastly, if both teams neglect to make contact and submit their match details by the Wednesday night deadline, a technical forfeit will befall both clans.

* a) Forfeit Penalties

Any team awarded a victory due to a forfeit shall receive a score based on their average rounds won during that particular Round.

Example: The UK wins due to a forfeit and has played 2 matches so far (the forfeit being their 3rd). The scores from their previous matches were 13-7 and 11-9. Their forfeited victory score shall be 12-0. (We don't award rounds lost in a forfeited match. Forfeiters get nada! :P

* viii. Punkbuster

PunkBuster is a staple of this tournament and will always be on. Each server will also stream to PBBANS.

Players should go on to the server at least 15-30 minutes before matchtime to ensure theirs is updated. This is to avoid match delay.

* ix. Post Match

After a match, each team captain (or co-captain) needs to submit the results and screenshots to their spectating admin in case he/she neglected to take screens themselves.

If a dispute occurs after a match, please refer to section IX. Disputes.


VI. Member Rules & Guidelines
Each player should respect one another in game. The TCE Nations Cup encourages sportsmanship and anyone caught being disruptive or abusive in game may result in removal from the current match (see VII. i. Sportsmanship).

A player participating in the TCE NC must belong to only one team. Players are not permitted to play the tournament representing more than one team.

Participating players must be registered to the tournament via GUID/IP submission. Players are permitted to join only before the tournament begins. Late registration is prohibited, except on special occassion where it may be deemed necessary by the administrative panel.

If by any chance your IP/GUID changes during the tournament, you must inform the Administrative staff explaining why BEFOREHAND. Failure to do so will prevent you from playing in the current or next match.



VII. Conduct

* i. Sportsmanship

The number 1 player rule in the TCE NC is for all to enjoy themselves and have fun! Name calling, belittling and other negative comments are NOT tolerated or allowed during a match. This includes server chat spamming! Failure to comply with that may result in removal from the game and server.

Players who show unsportsmanly behavior during a match will a) first be warned, and then b) removed from the game by the match spectator/admin. The team with the player at fault must play the remainder of the map shorthanded before substituting another member between maps (if there is a map to be played afterwards). Hopefully this rule will prevent and discourage unsportsmansly conduct.

Any players being abusive and/or harassing others in game, in the official IRC channel, on the forums or during official match scheduling will be banned from 1 game after their first offense and banned from the tournament after their second offense. If you wish to file a dispute regarding an abusive player, please submit logs and proof.

If you have a disagreement with something TCE NC related, abusive behaviour in the official IRC channel, on the forums or on the servers will not be tolerated. Please direct any disagreements in a mature civil manner to an Admin.

Once the Administrative panel have enforced a ruling, no public debates (on server, on official irc channel, on forums) afterwards will not be tolerated.

** Please note the following if a dispute is being filed against you: The Administrative Panel will look into your recent past behavioral accounts, in matches or on the public servers, as an aid to determine if you will be temporarily suspended or barred from tournament play.

* ii. Communication

External communication programs, such as Team Speak, are permitted during matches.

A spectator/referee/admin is forbidden to be on one of the dueling clan's Team Speak server/channel. If this is the case and proven to be so, the team they were aiding will automatically forfeit and lose the match.

* iii. Cheating

Cheating of any form is prohibited in the TCE NC. This includes using hacks and exploits. If someone is suspected in abusing one of the above during tournament play, it is to be demoed and reported to an Admin or Representative ASAP.

If someone previously caught hacking out of tournament play wants to participate, they are not permitted. We don't like hackers, nor do we want them in our tournament. This includes anyone listed on PBBANS.

* a) Using Hacks or Modifications

Any member found hacking or using unauthorized modifications during the tournament shall be banned permanently from any future Official tournaments. The remainder of their team will be watched closely for the rest of the tournament.

* b) Exploiting Game Bugs

Depending on the exploit used, any member found using an exploit will be either suspended or permanently banned from league play. This decision will be made by the Administrative Panel; factoring in the players behavioral past and type of exploit used.

Usually a player found using a minor bug will be given a warning during the match. If they are caught doing it again, they will be removed from the current match and their team must play shorthanded for the remainder of the map. If you feel like you were kicked unfairly, file a Dispute and ask to see the demos. Abusive behaviour will not be tolerated.

Some more information about bugs below:

* Regarding Trickjumps
Only one man ([1MAN]) trickjumps will be allowed, and only in areas that are fully textured/clipped. Just to confirm, that means that any trickjump that requires more than 1 person to do (aka a 2MAN trickjump), is not allowed! Any player found attempting a 2MAN trickjump, or a 1MAN trickjump into an untextured/clipped area will be kicked from the server, and a replacement may join for the beginning of the next map.



* Regarding certain bugs
Any player found using the skin bug, or the 15 nade bug will be kicked from the server, and not be allowed to come back!

Regarding bugspots - It is very difficult to make a call - If a player is found to be continuously abusing a spot (A so called "god corner" or similar, where the enemy can be seen without vice versa, or you are invulnerable due to a hidden clipping error etc) he will be asked to move, or kicked if he continues.



"Humping" of dead bodies, and "teabagging" are both legitimate and legal ways to rub it in your opponents face.

* c) Scripting

Using and/or having scripts that create some sort of automation to the gameplay are not allowed in the Nations Cup!

Penalties for script usage are outlined below:

First offense: Player is banned from participating in the remainder of the tournament. Team of guilty player will forfeit 4 won rounds for that match as a penalty.

Any offense in the playoffs: Team is removed from the tournament.

Regardless if you are using the script or not - as long as it's active in your directory you will be banned for it. We want to promote and execute fair gameplay, so leave your scripts for the public servers if you can't play fair ;)

If you are not sure what is allowed, as a precaution remove all scripts. Listed below are the scripts you will not be penalized for. Anything not on this list, you must remove or face the possibility of being thrown out of the tournament:

* Allowed scripts:
Basic settings changing binds:
- gamma cycle bind
- sensitivity cycle bind
- freeaim on/off toggle

Message, ref, rcon and name binds:
- name changing bind
- message binds
- rcon and ref binds

Misc:
- sprint and walk toggles
- weapon switching bind




Note: Anyone/team caught with a script in the playoffs will automatically forfeit their match and be thrown out of the tournament.


VIII. Entrance Requirements
Any players wishing to participate must contact their country's captain or co-captain. Using a set of pre-determined guidelines, each captain will hold tryouts for prospective players.

If you make the team, you will be asked to fill out a registration form. On that form you will need to submit your player GUID and IP address.

You must also select the "Acceptance of Terms" category on the registration page to participate. This means that you understand and acknowledge the rules set forth. Failure to comply with the rules can result in removal from the tournament.

Each team will have 10 players. If there was a greater than 10 player turnout, it's up to the captains to assign non-playing roles for the others if they wish to participate (ie. official cheerleader etc).


IX. Disputes
In the event of a dispute, please contact an admin via IRC or email (for contact info visit the NC Staff page). We will try to settle the matter fairly and quickly.

It is recommended that both teams try to solve the dispute among themselves first in an adult and mature manner. If this is not possible, please contact an Admin ASAP.

For teams filing disputes: please make sure you have demos, screenshots, condumps or whatever else you feel valid handy. We do not accept heresay!


X. Playoffs
Playoffs happen at the end of Round 2. This is where the top ranking teams can battle it out for the cup championship title. Rules and regulations for the playoffs are the same as the regular season unless otherwise stated.

* i. Entry

Regardless the number of teams that joined and played throughout the tournament, only the top 8 shall make it into the playoffs. Each team's placement into the playoffs is based on their Round 1 & 2 points (see below XI. ii. Structure).

* ii. Structure

The playoff schedule will be structured after the following: (pic to come - same structure as NC07)



* iii. Champions

The winning nation will earn the bragging rights of being the "best nation in TCE" and will be featured on the official website.

* iv. Awards

Teams who didn't win the tournament will be given the opportunity to win other awards. These include: 1. Most Improved 2. Best Sportsmanship 3. To be announced, and 4. To be announced.


XII. Staff
The TCE NC Staff is here to help and assist in fair and fun gameplay. No member of the staff is permitted to vote or state their opinion regarding a decision involving their home or inhabiting country/nation. This is in effect to ward off biased and one sided results and accusations. No Admin or Rep is allowed to spectate and/or admin any of their home team matches.
