You need 0 of those apps to make TC:E portable.

If you create a W:ET installation somewhere on your disk and add TC:E as a mod to it, you can pretty much copy it anywhere else (another computer with windows) and it will work - all the user data like profiles and screenshots are stored internally rather than using the documents and settings/application data folders.
Since it's stored on a d:\ disk in my case, I was able to reinstall windows without the need to reinstall W:ET/TC:E. By now I've played it on XP, Win7 beta and Win 7 64bit (the same game installation).

The procedure would be:

-Install ET and it's patches into a certain folder
-Install TC:E and it's patches
-Add that folder to a compressed archive
-now you have a clean version (no installers) which is ready to be unpacked anywhere and played

Note: Do not run the game until you are done with these steps. If you do, you will create a profile folder and the pack won't seem like a clean installation.

Problem: I'm not completely sure redistributing ET in this way is allowed.
