we're getting off topic

*librarian stare*

most of the good servers are limited to around 24-28 players for ctf/bc, and around 16-18 for obj. it just takes some trial and error to find the good servers, like with every game. hard-coding a limit would require digging into thousands upon thousands of lines of code, and would easily be done with a .cfg, as it is already, and that is editable. the ideas getting a "no" from the community. twice.

also, smaller servers would mean more servers which means more and more browser waiting.

Small servers wont really make the game more stealth just more quiet in a sense that there is less gun fire. However just to prove to you that an 18 man server will never be stealthy, look at FEAR, with a maximum of 16 players any higher would lag the game, it still manages to make one hell of a quick firefight and nobody can hide even in darkness - Stop once and yourre a stain no the wall.

thats because most map's in FEAR have narrow space's.

Yes, maps like Dead Wood, and Depot, and the wide open room in maps like Office, those are so wide that you could fit an army in them but still end up as a stain on the wall - and FEAR weapons are not accurate, none of them are.

So 18 players wont really change the way the game is played only making it more quiet than it already is.

24 players for ctf & bc

it will change the game because if tested it with my clan, they all find it more enjoyable.

most servers are already at reasonable limits.
JUST FIND SERVERS WITH THE PLAYER NUMBERS YOU LIKE, AND ALL IS WELL

some people like huge servers. some don't mind them, and like to play on them now and then.

oh, one more thing, the number of players allowed does not affect pings unless the server is full (which is rare) a more likely occurrence is slowness on your end, or another client with a ping above 400 (at this point, it noticeably affects other players)
